Objectiu de la convocatòria
The European Union has launched a call for proposals for action grants in the field of crisis preparedness under the EU4Health Programme (EU4H). This initiative is part of the 2025 Work Programme and will be implemented by the European Health and Digital Executive Agency (HaDEA).
Característiques principals
This is a single-stage call, and covers the following topics:
  • EU4H-2025-HERA-PJ-1: Supporting the development of innovative medical countermeasures for chemical, biological, radiological and nuclear threats (HERA)
    With three subtopics:
    − EU4H-2025-HERA-PJ-1-a: Medicinal products
    − EU4H-2025-HERA-PJ-1-b: Reusable respiratory personal protective equipment (PPE) and protection suits
    − EU4H-2025-HERA-PJ-1-c: Detection and diagnosis
  • EU4H-2025-HERA-PJ-2: Development of new diagnostic tests for vector-borne diseases (HERA)

    Requisits
  • The essential eligibility criteria of grants are specified in the calls for proposals.
  • Grant applicants and partners shall meet the following selection criteria:
    (a) have stable and sufficient sources of funding to maintain their activity throughout the duration of the grant and to participate in its funding (‘financial capacity’);
    (b) have sufficient operational and professional capacities to implement the activities for which co-funding is requested (‘operational capacity’).
  • Organisations participating in several projects shall have sufficient financial and operational capacity to implement multiple projects.
  • The verification of the financial capacity shall not apply to international organisations and public bodies.

    Durada
    Between 24 and 48 months, depending on the topic.

    This is a co-funded call, with the EU covering up to 60% of the total eligible costs, which may be increased to 80% for projects of exceptional utility. Applicants are strongly advise to consult the Research Grants and Contracts Office in advance to assess the feasibility of the required co-funding prior to preparing and submitting their proposal.
