Objectiu de la convocatòria
The European Partnership on Transforming Health and Care Systems (THCS) supports the transformation of health and care systems by coordinating research and innovation efforts across Europe and its partner countries. Under this umbrella, the fourth Joint Transnational Call for proposals “Access to Care” aims to fund research and innovation projects that, within an ecosystem approach, contribute to ensuring equitable access to and utilisation of health and care services.
Característiques principals
Projects funded under this call should build on existing evidence to develop innovative solutions that reduce inequalities in access to and utilisation of health and care services. Proposals should address barriers related to socio-economic, geographic, cultural, or gender factors, literacy, and infrastructure, and devise strategies to close pre-identified gaps in access. Projects may include interdisciplinary integrated care programmes, new financial or service delivery models, digitally enabled care pathways, and implementation research, with a focus on demonstrating, piloting, or scaling up solutions. Co-creation with stakeholders, particularly disadvantaged groups, and inclusion of social sciences perspectives are encouraged.

This call mandates collaborative, transnational research, innovation, and assessment actions. It is compulsory to engage in one or more of the following types of action: applied research, implementation research, piloting, upscaling and/or testing. All projects must demonstrate proof of concept and real-world applicability of solutions in health and care settings. Proposals will be rejected if they lack an ecosystem-wide perspective, fail to integrate end-users’ perspectives in design, implementation, and evaluation, focus only on descriptive or biomedical studies, or address welfare without tackling health and care delivery.

  • Requisits
  • Joint proposals may include partners from academia, the clinical/public health sector, enterprises of any size, and operational stakeholders such as patient organisations, municipalities, local governments, and NGOs.
  • Consortia are strongly encouraged to include partners from different categories in line with the multifaceted nature of health and care challenges.
  • Projects must be transnational and include three to nine eligible partners from at least three different participating countries, with at least two from different EU Member States or Horizon Europe Associated Countries.
  • A consortium can include a maximum of two partners requesting funding from the same country, and up to two collaborators—or three if at least one is an operational stakeholder.
  • PIs must hold a PhD, may participate in only one project proposal per call, and those affiliated with an IIS must apply exclusively through their IIS.
  • The same beneficiary institution cannot have more than one PI in the same proposal.
  • PIs involved in an ongoing International Collaboration (PCIN) project with the same purpose ending ending after 31 December 2026 are not eligible unless they serve as coordinator in either the new or ongoing project.
  • Applicants must not apply to different calls for the same research activities. Double funding is not allowed.
  • Each partner is funded by its national or regional funding agency, following its own eligibility and financial rules (see National rules and requirements). Investigators from HMRIB must apply for funding to the Instituto de Salud Carlos III (ISCIII).
  • Participation of at least one Spanish public primary health care center is mandatory for the proposal to be eligible. If the center is part of an accredited Health Research Institute (IIS) and the PI is affiliated with the IIS, the eligible institution will be the Institute. Other groups from the same IIS may join within the country limits.
  • Spanish research groups conducting a clinical trial are strongly encouraged to include a representative from their SCReN or ECRIN-ERIC node in the team.
  • A pre-eligibility form is mandatory: PIs must send their CVA-ISCIII form by email before the pre-proposal submission deadline to [email protected], including the PI’s full name and the proposal acronym in the email subject line. In the case of the IPs of public primary health care it will be mandatory also a certificate signed by the legal representative of their entities.
  • Full proposal applicants selected requesting funding from ISCIII must submit a national application.
  • Dotació
    A maximum of two different partners requesting funding from ISCIII may participate in the same project proposal.
    - Up to 220.000 € per project if acting as partner
    - Up to 275.000 € per project if acting as partner with other partner
    - Up to 300.000 € per project if if acting as coordinator
    - Up to 400.000 € per project if acting as coordinator with one partner

    24-36 months
    AVÍS IMPORTANT
    The call is launched at the European level, but each partner is funded by its own national agency and must comply with the corresponding national rules. Due to the call’s complexity, applicants are strongly advised to contact the Research Grants and Contracts Office early and to carefully review the call text and guidelines before starting their application.
